CalAIM Services
Behavioral Health
The behavioral health components of CalAIM streamline and standardize how Medi-Cal members access behavioral health services – mental health and substance use disorder (SUD) treatment – across all 58 counties to improve quality outcomes and reduce health disparities. Expanding access and benefits is driving delivery system transformation and innovating behavioral health policies, supported by behavioral health payment reform.
Community Supports
Community Supports are services that help improve Medi-Cal Managed Care Plan (MCP) members’ overall health by addressing needs like housing, meals, and personal care. They are designed to provide a range of services and resources to address the unique needs of Medi-Cal members in the community, with a focus on promoting health, stability, and independence.
Dental
CalAIM aligns Medi-Cal policies with national dental care standards to improve the health of all Medi-Cal members. DHCS wants more children to receive their annual dental checkup, and aims to increase the overall use of dental benefits among all Medi-Cal members.
Enhanced Care Management
Enhanced Care Management (ECM) is a statewide Medi-Cal managed care plan (MCP) benefit that provides person-centered, community-based care management to the highest need members. It is the highest care management tier of the Medi-Cal MCP Population Health Management continuum. Participating members are assigned a Lead Care Manager who will meet them wherever they are: on the street, in a shelter, in their provider’s office, or at home. ECM is offered by community-based providers who have the expertise and experience to address the unique needs of the Medi-Cal members they serve.
Incentive Payment Program
The Incentive Payment Program (IPP) is designed to encourage Medi-Cal managed care plans (MCP) to improve quality and access to care and build capacity in the delivery system. To earn incentive funds, MCPs are evaluated against measures related to member engagement and service delivery; building sustainable infrastructure and capacity (including health information technology, workforce, and provider networks); program quality; and equitable access for Populations of Focus. MCPs must demonstrate strong performance and improvement over time.
Integrated Care
Many older Californians qualify for both Medicare and Medi-Cal so they can receive a broader range of health services and coverage. Dual eligible members are people enrolled in both Medicare and Medi-Cal. In 2014, DHCS, in partnership with the federal Centers for Medicare & Medicaid Services (CMS), launched the Cal MediConnect program in seven counties (Los Angeles, Orange, Riverside, San Bernardino, San Diego, San Mateo, and Santa Clara) to provide dually eligible Medicare-Medicaid enrollees with a coordinated, person-centered care experience across both programs. Under CalAIM, Cal MediConnect plans were replaced by Medicare Medi-Cal (Medi-Medi) Plans, managed by the same health plans that offered Cal MediConnect.
Population Health Management
DHCS’ Population Health Management (PHM) program, which launched in January 2023, is designed to ensure that all Medi-Cal members have access to a comprehensive set of services based on their needs and preferences across the continuum of care, which leads to longer, healthier, and happier lives, improved outcomes, and health equity.
Providing Access and Transforming Health (PATH)
Providing Access and Transforming Health (PATH) supports health care providers and entities throughout California in expanding their ability to provide enhanced benefits and services to Medi-Cal members, including Enhanced Care Management (ECM), any of the 14 Community Supports, and services targeted to people returning to their communities after incarceration.
Statewide Managed Long-Term Care
The Medi-Cal Long-Term Services and Supports (LTSS) dashboard is a key project to increase transparency around LTSS services and enable DHCS partners to better understand utilization, cost, and quality across these social programs. As the state drives improvements in quality and health equity for LTSS recipients, the dashboard is designed to report utilization by county and Medi-Cal managed care plans, explore trends across services and subpopulations throughout California, and inform current and future policy efforts.
